Five, not ten, and I want to be straight about why before you read a word of the ranking. Most best-of roundups in email are the same twenty names recycled, AI-generated listicles curating AI-generated listicles, and the way you pad one to ten is by promoting full-service shops that do email as service number eleven. Forty-nine Philadelphia-area agencies went into this research. Thirty-seven state a real office or team here. Philadelphia is not short of agencies, and it is not short of published AI either, because some of the most genuinely AI-forward marketing firms in America are in this city. What it does not have is those two things inside the same company as a real email practice. The two purest email shops in Philadelphia are not on this list at all: one of them has closed its doors to new clients in writing, and the other turns out not to be in Philadelphia. Both are named further down with the evidence.

Every modern ESP now ships an AI composer, and they all produce the same email: hero icon, three-card grid, generic palette, plain footer. That is why an AI banner on an agency homepage tells you almost nothing. What tells you something is a named tool, a named workflow, a case study with a number attached, or a person whose own profile describes the work. I scored the evidence, not the claim, and I have written the weak ones into the cards rather than rounding them up.

The only firm here with awards for the email work itself, and the receipts are public. The Internet Advertising Competition named it Best Consumer Goods and Best Food Industry Email Message Campaign for 2025, on an Applegate program where it inherited an 18.4 percent open rate wrecked by Gmail restrictions and rebuilt the list to 99 percent deliverability and a 70.2 percent open rate. AirBnB, Henkel and Royal Caribbean sit on its email page.

The AI is published and first person. Chief executive Patrick McKenna wrote in January 2026 that ChatGPT is incredibly useful in helping our email team spin up variations of copy in subject lines and body copy. AI-native email is not a ChatGPT wrapper, it is rethinking the stack at every layer, and this is an honest early version of that. Take it when the email program has to answer to the same numbers as the rest of the media plan, and you want that argued in Center City rather than over a screen share.

Five services and every one an owned channel: email and SMS, loyalty and retention, organic social, content. No paid media, no web build, no search. The shortest menu in the city, and the results are email results: Blue Delta at 254 percent more email-attributed revenue, Printfresh at three times the click rate, Great Jones with SMS flow revenue up 70 percent, behind Lilly Pulitzer and Tequila Ocho.

The AI evidence is the most useful kind a small agency can publish. Principal Lauren Moreno names Black Crow AI as a partner she recommends to clients, explains it down to resolving cross-session tracking gaps, and picks Claude over ChatGPT and Gemini for brand voice. Two caveats. It sets up and migrates Klaviyo and Attentive, which is not a partner tier, and Moreno is in Palm Desert. Co-founder Kaitlin Cleary holds the Philadelphia end, since 2016.

Read the card before the score. This is a paid media agency, email is one of twelve services, and its email page names no client, no number, no tool. What carries it is a Mailchimp Pro Partner listing in Blue Bell with Foundations and Email Marketing certifications. An ESP tier is the strongest specialization signal on this rubric, and here it works alone.

The AI does not. It is the most concrete practice in the city. The consulting line names Claude including Cowork, the API and Claude Code, ChatGPT custom GPTs, Gemini, Copilot, Perplexity, Zapier and Make, then specifies the integrations, Cowork into Slack and Copilot into Microsoft 365. Every email platform was built for a human to log in and drag blocks, and this firm sells its way out. Founded in 2012 by Matt Davidson and Brendan McMahon, six of seven staff in the metro.

Take it for the AI work and the local bench, and go in knowing the email is a Mailchimp tier and a certification rather than a body of published email results.

The best published retention numbers in the pool, and the only case study here reporting deliverability next to revenue rather than in place of it. C2 Paint came out at 41 percent more attributed retention revenue in six months, bounce rate down 76 percent, spam rate down 80 percent. Twenty more sit behind it including Canon, and Amazon publishes a Buy with Prime partner case study on this firm.

I will be blunt about the AI score, the joint lowest here. The whole claim is one banner sentence about combining the latest AI software with personal artistic touches, with no tool named anywhere, plus explainers about what sellers could do rather than what this firm has done. Email returns 36 to 42 dollars per dollar in most studies, and this team chases the deliverability half. Founder Andrew Maff is in West Chester, the only person here in the metro.

Take it when the email problem is a deliverability problem wearing a copy problem's clothes, and you want a firm that publishes the bounce and spam numbers alongside the revenue.

The broadest lifecycle menu in the metro, and the only firm here that publishes a rate on its own site. Engagements start at $2,000 a month, project work is $125 an hour. Email, Data and Lifecycle is one of five practice areas and carries eight pages, from drip sequences to segmentation and testing, behind twenty-six named client pages including the University of Pennsylvania.

Now what keeps it fifth. It names no founder or strategist anywhere, the only Pennsylvania employee LinkedIn returns is an outreach coordinator, and not one of those eight pages carries an email number. Its AI claim is a popup line, while the homepage FAQ still opens with the sentence an assistant wrote to preface it: here are updated FAQs aligned with the new AI integration positioning. Every email platform assumes a human in a dashboard, and that is what it looks like when nobody is.

Take it when the brief is a professional services list rather than a store, and you value knowing the price and the practice areas before the first call more than you value a named strategist.

Also worth knowing

Two of these are better email agencies than anything I ranked, and neither one could go on the list. Naming them is the point of the section.

UN/COMMON is the biggest exclusion on this page and it took the most work to settle. It is Klaviyo Master Elite, Klaviyo's Americas Partner of the Year for 2026, and it lists 25 clients including Rare Beauty, Dermalogica and Liquid Death, with Rare Beauty at 58 percent more owned revenue and Dermalogica at 39 percent more flow revenue. It also is not a Philadelphia agency. Its contact page carries no address. The word Philadelphia does not appear anywhere on its website. Its about page says the team has chosen to work remotely full time, and its own origin story is a one-person operation in a Pennsylvania apartment in 2015. Both of its currently open lifecycle marketing roles are posted for Mexico, Brazil, Argentina, Colombia, Costa Rica, El Salvador, Peru and Chile, and none for the United States. It appears in Philadelphia directories because it started in Pennsylvania a decade ago, not because there is a team here to meet.

FulcrumTech is the purest email specialist in this research and it is not taking your call. Ten services and every one is email, from deliverability to cart abandonment, with six case studies carrying numbers including David's Cookies at 109 percent more revenue and Wolters Kluwer Health at 87 percent more sales, and partnerships across Salesforce Marketing Cloud, Listrak, Klaviyo and Maropost. Then its own contact page says, in the second sentence, that it is unable to take on any new clients at this time. Its one product, IntelliSents, is an email analytics dashboard rather than anything with AI in it. It ranks in Philadelphia email directories today. It cannot be hired today.

AMP is a genuinely Philadelphia shop selling email and SMS flows to Philly businesses, founded by an alumnus of Brolik. Its email page is built around automated welcome and re-engagement flows and Amazon review automation, and that is ordinary flow automation rather than AI. The words artificial intelligence and machine learning appear nowhere on its email, about or contact pages. Good automation is craft. It is not the thing this list scores, and the floor here is one published AI claim.

11outof11 calls itself Philadelphia's top content marketing and inbound agency on its own homepage and is a HubSpot Platinum Partner. Its LinkedIn company page returns staff of Real FIG Advertising and Marketing and nobody else, and Real FIG's managing director, who lists 11outof11 among four agencies he runs, is in Denver. It publishes no address and names no people. Its one AI claim is the most honest thing I read all week: a post recording that using ChatGPT to write that very post took one hour and twenty-five minutes, only five minutes shorter than the average blog written from scratch.

The next group is where Philadelphia's real shape shows. These are strong, AI-forward, genuinely local agencies that do not sell email.

Seer Interactive is the most AI-forward agency in the city and it is not close. it runs an AI Lab with fifteen people dedicated to innovation and AI builds, has been shipping AI products and workflows since 2023, and publishes the prototypes: an AI Interview System that deploys agents to research a site and interview subject matter experts, a Persona Page Builder that reads paid and organic data for intent modifiers, and an analytics assistant sitting on BigQuery. Email is not one of its seven services. If you want one fact that explains why this page has five entries and not ten, it is that the agency best equipped to build AI into email in Philadelphia does not do email.

1Digital Agency started on Philadelphia's N3RD Street in 2012 and rebuilt itself around the AI era, with a proprietary WorkspaceCRM, answer engine and generative engine optimization, and ten large language models named by name. Sixteen clients, six case studies, no email service.

O3 World works from 1339 Frankford Avenue and is one of very few agencies anywhere publishing AI applied to its own back office rather than sold as a page: it replaced a $35,000-a-year software subscription with an in-house build costing $127 in AI credits and forty hours of work, and runs a tool called Signal that scans thousands of companies daily and delivers ranked leads each morning. A product and experience firm. Email is not on the menu.

SEO Locale has real offices on North Christopher Columbus Boulevard in Philadelphia and in Montgomeryville, five named leaders, and the heaviest named-model practice in the city, with separate service pages for ChatGPT, Gemini, Perplexity, Grok and SearchGPT. Email marketing is one service among many, the only ESP named is Mailchimp, and no email result is published anywhere.

Momentum Digital works from 1635 Market Street and is one of the only agencies in the city with an AI role on the team page, a Director of AI. The AI work is chatbots and predictive lead scoring for local businesses, with no email case study behind it. Dignitas Digital is a Philadelphia software shop with an AI consulting practice built on Amazon Bedrock and a client that cut manual processing time by nearly 20 percent a week through automated reporting, where email is one of sixteen services and none of the AI is email.

Then the credible email-adjacent firms with no AI claim at all. Sagefrog Marketing Group is a HubSpot Platinum Partner with offices in Doylestown and on Chestnut Street and a dedicated B2B email strategy page covering promotional, newsletter and drip programs, and makes no AI claim anywhere. Brolik has 990 Spring Garden Street, thirty-seven named clients and an in-house email practice, and its only AI mention on the entire site is AI-generated video inside its animation services. Forge Apollo works from Newtown Square as a HubSpot Partner with twenty-four clients and a page specifically about email marketing for Philadelphia businesses, where the automation is HubSpot workflow building. SEOM Interactive in Trevose has two email case studies and the most honest scope statement in the research, which I quote in the pricing answer below. Milk Street Marketing is at 1516 North 5th Street with nineteen clients and ranks page one for Philadelphia email queries on a single comparison article, with no email service page behind it. Brownstein Group, on South Broad Street, is the oldest independent agency in the city and is a brand and advertising firm with no email practice. En Route Marketing, in The Philadelphia Building on Walnut Street, does tourism, cultural and civic work with six case studies and leads with none of it on email.

Three more are in Philadelphia directories and are not Philadelphia agencies. Coalition Technologies is the best-equipped email firm in the whole pool on paper, with Klaviyo, Omnisend, Mailchimp, HubSpot and Salesforce partnerships and a published case study at 149 percent more engaged sessions from language model search, and it is headquartered in Los Angeles with no Philadelphia office or person stated. SmartSites has thirty-two named clients and eight case studies and is in Paramus, New Jersey, which is a ninety-mile drive and in the New York metro. D2X Enterprises has eleven email marketing sub-pages, one per platform, which is the deepest email structure anyone here publishes, and all three of its named AI products are labeled coming soon, it names nobody, and its stated service area runs out past Reading and Allentown.

How to choose between them

If the email program has to answer to the same numbers as the rest of the media plan, DMi Partners is the call and it is not close. It is the only firm here that has won anything for email specifically, the only one with a director of email and a director of CRM operations on the team, and the only one whose chief executive has published what his own email team does with AI.

If you want the opposite, an agency that sells nothing but owned channels, go to 624 Agency. You are hiring the shortest menu in the city and a principal who will tell you which AI tool is worth buying, and you are accepting a smaller firm with no partner tier behind the Klaviyo work.

If the email is broken rather than absent, BlueTuskr. The C2 Paint numbers are what a repair job looks like, and a 76 percent drop in bounces is a different service from a prettier template.

If the list is a healthcare, senior living, legal or nonprofit list rather than a store, Weather Vane Digital has the practice areas and publishes the price, and you should go in knowing you will not be told whose desk the work lands on. And if what you actually need is your own team taught to work with AI, with Mailchimp email picked up along the way, Social Fire Media does that better than anyone in this city and will be the shortest drive.

Two more honest routes. If the brief is pure Klaviyo at enterprise scale and the office does not matter to you, the firm you want is UN/COMMON above, hired as the remote agency it says it is. And if you read FulcrumTech's case studies and wanted that team, the answer is that you cannot have them, which is worth knowing before you spend a week on the search.

Before the week of calls, write down one question for each firm: if we leave, what comes with us? I said on SaaS Stories in September 2026 that "portability of like insights and flows and setups is something that's kind of lacked a little bit with email tools." The answer tells you whether you are hiring a team or renting a setup you cannot take with you.

How this list is ranked

Forty-nine Philadelphia-area agencies were extracted and thirty-seven state a real office or team in the metro. Eleven of those carry email or retention as a core service rather than one line on a menu, and five clear the inclusion floor, which is at least one published AI claim. That leaves five, and five is the number that earned it.

That is not a sourcing failure and I tested it rather than asserting it. One directory's email category was unreachable for this city, so the pool came from its broader digital marketing category, which pushes the email count down. A supplement pass added the six agencies Google itself ranks in the top twenty for Philadelphia email queries that no directory listed, and produced no additional qualifiers. I then went back and re-read the email service page of every Philadelphia agency the pipeline had marked as email-not-core but which publishes a dedicated email URL, ten firms in all. Every one was a generic page with no client, no number, no platform and no AI. The shortage is real.

I also read every AI claim myself rather than trusting how it was tagged, and that mattered more here than anywhere. Four of the five agencies the research produced mechanically turned out, on a read, to be describing ordinary marketing automation: automated welcome flows, triggered campaigns, reduced manual hours. Those are good things and they are not AI. Once that filter is applied properly, the city still has five qualifiers, but only one of them is the same company.

Each criterion rewards something different. Specialization rewards a firm whose menu is messaging and little else, because craft comes from repetition. AI capability rewards published evidence of AI inside the firm's own delivery, which is why a popup line scores a 3 and a service page naming the tools and the integrations scores an 8. Evidence rewards named clients, numbers traceable to a brand, partner tiers and awards that can be checked. City presence rewards people actually in the metro area rather than a mailing address, which is why BlueTuskr, with the deepest case study library on this page, scores lowest of the five on it. Scores are out of 10 each and the total is out of 40. No third-party star rating is quoted, republished or emitted as structured data anywhere on this page, because a rating I did not collect is not a rating I can stand behind.

How this list is ranked

I score every agency here out of 40, ten points each for specialization, AI capability, published evidence and a real Philadelphia team. The scores are mine, against those four criteria and nothing else. Philadelphia has plenty of agencies and plenty of published AI, and almost no firm that has both alongside a real email practice. DMi Partners, at 31 out of 40, because it is the only firm in the city that runs email as a named practice for national consumer brands, has won two industry awards for email campaigns specifically, and has published a first-person account of AI inside its own email production. Two briefs change that answer. If you want an agency that sells nothing but owned channels, 624 Agency is the most specialized firm in Philadelphia and the gap is large. If your email is broken rather than missing, BlueTuskr is the only firm here that publishes bounce and spam numbers next to revenue.

Because five earned a place and padding it would have made the page worse. Forty-nine Philadelphia-area agencies went into the research, thirty-seven state a real office or team here, eleven carry email or retention as a core service, and five make a published AI claim, which is the floor for a ranked slot. The two best email agencies in the city are both excluded and both are named above: FulcrumTech states on its own contact page that it cannot take new clients, and UN/COMMON, Klaviyo's Americas Partner of the Year for 2026, is a fully remote firm with no Philadelphia address, no Philadelphia mention anywhere on its site, and both of its open lifecycle roles posted in Latin America. The honest finding about this market is that Philadelphia has excellent agencies and excellent AI work and very few firms holding both alongside a real email practice.

Between $2,000 and $10,000 a month for managed monthly service, with the bottom of the market at about $500 and enterprise Klaviyo work priced per project rather than per month. Here is what those numbers are built from. Weather Vane Digital publishes the clearest figure in the city on its own email marketing page: engagements typically start at $2,000 a month for focused services and scale with scope and channels, project-based work is $125 an hour, and websites are quoted separately. Social Fire Media publishes monthly budget bands on its Mailchimp Pro Partner listing, running $501 to $1,000, $1,001 to $2,500, $2,500 to $5,000 and $5,000 to $10,000, which is the full working range of the local market in one ladder. At the other end, UN/COMMON, the Klaviyo Master Elite firm named above, does not offer a band under $100,000 on its own project inquiry form, and its top band is $500,000 or more, so the moment you are shopping at the top Klaviyo tier you have left monthly retainer pricing entirely. Three things then move a quote inside the band. Scope is the first, and the cheapest end buys very little: SEOM Interactive states plainly that a one-year email marketing strategy includes one email sent out each month, which is what a few hundred dollars a month is actually paying for. Seniority is the second: Robert Half puts a Philadelphia email marketing specialist between $61,163 and $87,666 and an email marketing manager between $81,841 and $124,364 for 2026, so an agency putting a manager-level person on your account in this city cannot do it at the bottom of the band and keep the lights on. The billing model is the third, and it is worth asking about: DMi Partners sells subscriber list growth on performance pricing rather than a flat fee, which moves the risk. Because the mechanical half of email production is the expensive half, and the firms that have automated it can put their people on the work that needs people. It is also the easiest claim on the internet to fake, which is why every AI point on this page links to a named tool, a named workflow, a published result or a named person's profile, and why two of the five entries here score a 3. Ask one question of every sentence: does it describe AI inside the firm's own delivery, or is it ordinary automation wearing the word. Four of the five agencies this research produced mechanically fell on the wrong side of that line, with claims like we set up automated email flows that keep your business running, automation setup and optimization projects, and entirely automated to make it easy. Those describe triggered campaigns, which every email platform has shipped since roughly 2010. A real claim names the thing: Black Crow AI resolving cross-session tracking gaps, Claude Cowork wired into Slack, ChatGPT generating subject line variations for a specific team. If you are evaluating an agency yourself, ask for the URL. The claims on this page each have one, and an agency that cannot produce one has given you your answer.

It is a good city to hire from and a bad city to shop in blind, and the difference matters. The firms here are real: century-old independents, ecommerce specialists, and some of the most advanced AI marketing practices in the country. What the city does not have is depth in email specifically, so the directory results you will find are dominated by full-service shops carrying email as one bullet, by national firms with no Philadelphia team, and by at least one excellent agency that has stopped taking clients without updating its directory listings. Decide what kind of firm you want before you search, because the search will not decide it for you. If what you want is a pure Klaviyo retention shop with a bench you can visit, that firm may not exist in this metro, and the honest options are a remote specialist or the most specialized local firm on this page.
